Today, we encounter computer applications in almost every aspect of our lives. Developments in computer technology have also led to the advancement of information-based systems. For this reason, the present era is also referred to as the information age. The rapid development and widespread use of computer technologies and applications have given rise to different areas of specialization in this field. One of the programs offered by the Faculty of Computer and Informatics to cover these specialization areas is delivered in cooperation with the State University of New York.

Within this scope, the internationally offered Information Systems Engineering program focuses on teaching software used to organize organizational information structures and data flow within businesses, and to ensure secure, efficient, and fast access to information. The program provides knowledge of business structure and management, and applies this knowledge in software engineering studies.

Education at the Faculty of Computer and Informatics is carried out by a strong academic staff consisting of professors, associate professors, and lecturers who are experts in their fields. Full-time and part-time academic staff are responsible for delivering the professional courses, which constitute a major part of the curriculum. The basic science courses, which form an essential part of engineering education, are delivered by faculty members of the ITU Faculty of Science and Letters.

Binghamton University is part of the State University of New York (SUNY) system, which consists of 64 universities. The SUNY system offers approximately 5,000 higher education programs and has around 400,000 enrolled students. IMPORTANT: For the 2025–2026 academic year, changes have been made to the admission requirements for Information Systems Engineering. According to Article 322 of the OSYM 2025 Higher Education Programs and Quotas Guide, the following condition applies:

“Applicants with a placement score below the 50,000th rank in the relevant score type will not be admitted. Candidates who do not meet this requirement cannot select this program as a preference. Even if they make a preference, it will not be processed in the placement.”

* Information Systems Engineering is an international dual-degree undergraduate program conducted jointly by Istanbul Technical University and SUNY Binghamton University.
* The program has been admitting students since the 2003–2004 academic year.
* It is a 4-year, multidisciplinary engineering program.
* The language of instruction is English.
* A minimum TOEFL iBT score of 83 is required to begin the program.
* Students who do not meet the language requirement may attend the ITU School of Foreign Languages for up to two years.

* The number of students to be admitted to the program is 25 for the 2025–2026 academic year.
* Admitted students spend their first and third academic years at Istanbul Technical University and their second and fourth academic years at Binghamton University.
* Graduates receive both Istanbul Technical University and Binghamton University bachelor’s degrees in Information Systems Engineering.
* Students enrolled in the program take their courses at ITU Maslak Campus in Istanbul and at Binghamton University Main Campus in Binghamton, New York, USA.
